South Waterfront Form-Based Code
Knoxville, TennesseeAs the City of Knoxville moved towards implementation of the South Waterfront
Plan prepared by Chan Krieger Sieniewicz, Code Studio was brought in to ensure the proposed form-based code would be well-integrated into the existing regulatory framework. Working with the Law Department, Code Studio helped codify property development and general development standards that implement the plan’s vision. The procedural elements of the South Waterfront code were also prepared, including special provisions to handle non-conformities that were incorporated into the city’s existing code.
Allowing for swift development approval using staff review was one key to effective plan implementation. An in-house technical review committee is charged with completing development review. A flexible opportunity for review according to an alternative compliance procedure ensures that the code’s prescriptive development standards will not stifle creativity in the area. The code relies heavily on newly-defined forms of development to control the waterfront’s future – providing use restrictions only in the remaining intact single-family neighborhoods within the study area. The code also includes stormwater and sustainability features that vary by sub-area.
