Code Studio led a consultant team to prepare a Town Plan for Jena. The town’s historic character and small-town feel; the region’s scenic beauty; its timber, oil and gas resources all contribute to its long-term attractiveness. The planned expansion of U.S. Highway 84 from two to four lanes running through the center of Jena created an opportunity to guide future growth to the town’s advantage.
Code Studio, with assistance from the Center for Planning Excellence (CPEX) spearheaded a major public outreach process in Jena, centered around a week-long public participation planning charrette. The team drew upon participant input to create an illustrative vision for the town and surrounding area; identified strategic growth areas; and made recommendations for transportation and mobility, recreation and open space, and diversifying the economy. A clear set of steps for implementing these ideas was prepared as well. Major achievements of the plan included determining the basic future alignment of Highway 84, designing a walkable Third Street Promenade, and configuring a compact residential neighborhood within walking distance of downtown.
