The Challenge
Richmond’s legacy ordinance no longer aligned with the community’s goals for housing choice, neighborhood walkability, economic vitality, and climate resilience. The City needed a code that:
- Expands housing options citywide while responding to neighborhood context
- Encourages mixed-use corridors and complete communities
- Simplifies standards and procedures
- Aligns zoning with adopted master plan policy
Code Studio’s Approach
Code Studio is serving as prime consultant, leading ordinance drafting, district calibration, and public engagement strategy. Key components include:
- Citywide Remapping: Reassignment of every parcel to new zoning districts aligned with the master plan’s future land use categories.
- New Zoning District Framework: Consolidation and modernization of districts to support neighborhood, corridor, and mixed-use typologies.
- Housing Strategy Integration: Expanded allowances for missing middle housing and incremental infill, calibrated through height, form, and lot standards rather than blunt use segregation.
- Pattern Book & Urban Form Analysis: A citywide study of block structure, building typologies, and frontage conditions to inform dimensional and form standards.
- Clear, Graphic Standards: Streamlined use tables, building form standards, and administrative procedures designed for usability by staff, applicants, and the public.
- Robust Public Engagement: Workshops, open houses, advisory council coordination, and iterative draft releases incorporating extensive public comment.
Impact
Code Refresh positions Richmond to address housing supply, affordability pressures, and sustainable growth while reinforcing the character of its historic neighborhoods and corridors. The project establishes a durable regulatory foundation that will guide development decisions for decades.
